中石油与哥斯达黎加石油公司“牵手” 共同发展

哥斯达黎加移民公司介绍，当地时间6月3日上午，中石油集团董事长周吉平与哥斯达黎加国家石油公司总裁赫拉何、中国国家开发银行董事长胡怀邦、哥斯达黎加国家银行总裁佛南多在哥斯达黎加首都圣何塞，签署了《中国石油与哥斯达黎加国家石油公司莫因炼厂合资公司融资文件》。

根据该协议，中石油与哥国家石油公司成立合资公司，对哥国莫因炼厂进行升级改造和扩建，使年加工能力从120万吨提高到300万吨，并帮助哥方培训相关技术和操作人员。这个项目建成后，资产租赁给哥国家石油公司经营，租赁期15年以上。得到两国政府部门审核批准后，这个项目将正式转入工程建设阶段，初步计划在2016年前后建成投运。m.ym16.CoM

莫因炼厂项目是中石油进入中美洲的第一个油气合作项目。此前，双方已经签署完成了项目合资协议、人员培训框架协议，草签了合资公司租赁协议，工程建设总承包合同也已完成谈判。两国政府完成相关审批程序后，项目将转入工程建设阶段。

这个项目的建设，对于深化扩大中哥两国政治外交关系，促进哥斯达黎加经济社会的发展，对于推进中国石油海外业务上下游一体化、特别是在拉美地区油气合作业务的持续健康发展，具有重要意义。相信中石油与哥国国家石油公司的合作也将进一步带动中哥两国企业的合作，建议想要办理哥斯达黎加投资移民的客户，抓住时机，尽早办理。
