最近，美国华人网站曝出一件丑闻：一名拥有美国绿卡的王姓华人导游，因涉嫌贿赂海关人员，被取消身份，罚款2万美元，出狱后遣返回国。这究竟是怎么一回事？
过关不成，贿赂海关！
2018年5月16日，来自中国青岛的裴庆斌（化名）进入美国海关。美国海关官员在裴某的手机上发现了他妻子的照片和另一张“可疑”照片。照片内容是裴某的孩子在美国出生，已经取得的出生证明。
裴某被暂时拘留，等待遣返回国。但是他却悄悄拦住了给他送早餐的一名华人海关官员，说如果能放他出来，他可以付给对方1000美元的“感谢费”。这名海关官员没有同意，裴某认为自己开出的条件不够有吸引力，所以把金额提高到了3000美元，随后又涨到了6000美元。他还说:“都是中国人，应该互相帮助。”
但是美国是一个多元文化国家，长着一张中国面孔，不代表是中国人。华人海关人员想了想，决定来一个“钓鱼执法”。
他假装同意裴某的请求，然后向国安局调查办公室报告了此事。5月17日，按照上级的要求，这名华人海关官员和裴某进行了联系。下午，裴某联系了他的妻子，告诉她去找一位姓王的美国导游，让导游带6000美元现金到一家咖啡厅去见华人海关人员。
当王某见到了这名华人海关人员时，对了暗号，便将6000美元交给了他。突然，王某被国安局的警员逮捕。
如果裴某有足够的钱，请一个一流的美国律师还有可能逆转案件。但在美国，一流的律师至少要数十万美元。因此面对指控，裴某只能认罪以换取从轻处罚。2018年10月，裴某与检方达成认罪协议，在监狱服刑一年零一天，被罚款7500美元。服刑期满后，他将被遣送回中国，终生不得进入美国!
导游被取消绿卡！
而王某显然比裴某难对付，他否认控方的所有指控。他说自己的职业是导游，那天有客户委托他帮忙，自己并不知道是贿赂款。王某的律师也为其做无罪辩护。但是裴某为了减刑，将与王某的对话进行了录音，并且上交给检方，最后铁证如山，王某只好认罪。
整个案件的审理过程吸引了众多美国媒体的关注，这导致华人的形象受损。当地媒体评论说，用中国经验来处理美国问题，是所有中国人的耻辱。

据哥斯达黎加移民专家了解到，哥斯达黎加媒体《民族报》9月10日报道，由于今年海关销售税征收额增长缓慢，哥财政部8月27日宣布辞退原海关总署署长拉斐尔·博尼利亚，并任命罗克珊娜·冈萨雷斯自9月8日起担任该职务。然而，宣布消息后的第八天，财政部又取消了对冈萨雷斯的任命，改由副署长贝尼托·科吉暂代职务。财政部副部长费尔南多·罗德里格表示，此决定也是组织结构重组战略的一部分。

据美国《世界日报》报道，在美国行贿和受贿一样是犯罪、都会判刑。中国公民裴庆斌(Qingbin Pei，音译)今年5月入境洛杉矶国际机场时向海关行贿一案22日宣判，他被判处一年零一天的监禁、获释后三年监管(Supervised release)和7500美元罚款。
因裴庆斌8月时已认罪，所以22日出庭表现的相对比较平静，他身穿囚衣，在中文翻译帮助下和律师交谈并回答法官问题。对于法官的宣判结果，裴庆斌本人似乎表示满意。因为通常参与共谋对联邦官员行贿的罪名，刑期最高是五年。
今年30岁的裴庆斌，5月16日从青岛抵达洛杉矶国际机场，在入关时被发现可能瞒报妻子赴美生产事宜，于是被送到移民局拘留所进一步调查。17日清晨，裴庆斌主动接触拘留处一名华裔官员，询问是否能将他弄出去，他会给对方1000美元红包作为回馈，对方未置可否。他之后加码到6000美元。
没想到这名华裔官员将此事向调查部门报告，之后探员展开钓鱼执法，让该官员假装同意接受贿款，录下全部对话内容取证。当天下午，其同谋王祖磊(Zulei Wang，音译)在机场咖啡厅向该官员递交了6000美元现金红包，正好被探员逮个正着。
律师刘龙珠表示，很多华人对受贿行贿有理解误区，一些中国来的新美国移民不认为行贿是犯罪，但在美国行贿和受贿是一样的罪名。
